Charge to the Governors' Task Force on the Portland/Vancouver I-5 Transportation and Trade Partnership
Develop a strategic direction and implementation plan for the I-5 corridor between I-84 in Oregon and I-205 in Washington, that:
- Is responsive to international, national, regional and local needs, including the need to:
- maintain and improve mobility for commuters and freight within and through the corridor;
- maintain and improve access to port and industrial land in North Portland and Vancouver;
- maintain and improve livability in the neighborhoods adjacent to the corridor; and
- meet regional growth management goals in Oregon and Washington.
- Reflects the ideas and sentiments expressed through public involvement for the I-5 Transportation and Trade Partnership.
In developing the strategic direction and implementation plan, please do the following:
- Assess the context for the strategic direction, including: public attitudes, current and future travel demand, and land use and economic development plans.
- Develop a package of highway, transit, arterial and/or rail improvements that should be made to meet the transportation, land use and economic needs in the Portland/Vancouver region.
- Identify the feasible policy changes (land use, taxation, transportation system management, etc.) that can be made in Oregon and Washington that will reduce the need for improvements in the corridor, protect the public investments in the corridor, and support growth management goals.
- Develop an implementation plan, including suggested timing, project financing and next steps for the Portland/Vancouver region.
